Newsgroups in Exchange

I have got my Exchange to accept delivery of news groups, but how can I
post a message?

I get the message saying that I can't post to a public folder, do I want
to sent it to the Send Box instead.  When I try that I get the message
saying "The Operation Failed"

Obviously I have mis-configured something, but any idea what?
