New user don’t appear in “Global Address List” but it appear in “All users list”

When I create new user it don't appear in "Global Address List" but it
appear in "All users list"
From "Recipient Update Service" I already "Rebuild" and "Update" the list
but problem still there.
Hope anyone can help me.
