He is trying to work via the VPN
I disabled the Internet Firewall service in Windows XP so I don't think it is
on - he is a very challenged user so asking him to check it while he is on
the road doesn't work.
I also tried to make sure that ICS was not on.

Everyone else on our network is able to connect - no one else is getting this
problem - doesn't that seem a little strange - like maybe it is a setting in
Windows XP on the client machine?

DNS could be your issue...all DHCP?, VPN session?, somethings not resolving.,
or bandwidth.....??

Has anybody seen an error like this and have any idea what might be going on
with a Win XP machine trying to connect to the Exchange Server and getting
this response?

Outlook keeps blinking in the tray, below, "requesting information" from
server

Task 'Microsoft Exchange Server - Sending' reported error (0x80040115) : 'The
operation could not be completed because you are working offline or because
of an error on the network. Try to connect to the network again, and then
repeat the operation.'
