In Ex2K you can configure this in your VSMTP server properties. There is an
option to deliver all NDRs to a particular mailbox. Check the VSMTP
properties, you will find it.

I have Exchange 2000 and would like all the in/out bound mail failure to
come to me.  I Exchange 5.5 I had it set, but after upgrading to 2000, it
disappeared.

If you are refering to mails received through IMS connector, cerate a
Postmaster mailbox, and assign it to IMS conenctor.
