NDRs not being sent to administrators

Hi,
System is an Exchange 2k SP3.
I specified an e-mail address in the "Send Copy of Non-Delivery Report
to:" field, but e-mails are not being sent there. It is configured like
this screen grab (it's not mine):

I tried using different e-mail addresses, still no e-mails.
The sender DOES receive NDRs, but the one specified in this field does
not.
Any ideas?
