PGP is the device for sending secured email.In our CASE PGP services caused this sort of problem.Check the mailflow path of ur network and fix the communication problem from PGP to the Exchange server.
This:PGP Universal: Error while processingmakes me suspect something on their end.Maybe contact their Exchange admin.

The strange part is sometimes emails do get through from these clients. Sometimes they do not. Any suggestions? Thanks very much.
