Moving Custom Recipients to a new Container

On our I have some people attached to our command but do not have logons
for our domain. I created a seperate container to put these people with
Custom Recipient accounts into but I am having trouble figuring out how to
do this. I tried exporting and importing and it said it was done without
errors but nothing has changed on the server. If anyone has any idea on
how to do this any help would be appreciated
