Here is a link that explains how to configure the Message Archiving feature
of Exchange 2000, this article explains how to archiving to a Public Folder,
but you could have it archive to a mailbox if you wish:

Hello there,
Is there any software (I would love to have freeware) that I can use to
monitor each incoming and outgoing messages in Exchange 2000 server? I could
use inbuilt messaging tracking feature of exchange but it only gives me a
short message header. I want to be able to see the whole message, not only
the header. If anyone has any idea, please help me.
