The only moderating feature in Exchange is on Public Folders, we do not have a
moderated mailbox feature.

A man in A group send an email to all B GROUP member,,IF A group leader
approved,the email,then the mail will deliver to all B GROUP members,if a group
leader refused,then the mail will not deliver to others!
what's 3rd-part software can do this!
