-------------------------------------------------------Rumor has it that the 
big difference between OWA in 5.5 and 2K was the team
that worked on it - in 5.5 it was the Exchange team, in 2K and later it was
the Office team.

Thus you'll notice a much greater similarity between Outlook and OWA these
days.  Of course, web capabilities for a richer experience are also much
more mature, so that's surely a factor as well.
