HI Arvin,

If you apply the policy to server that'll be the global policy. which means by 
default to all the existing and new users that policy will be applied. and if 
you want to applie the mailbox size policy on individual basis then u need to 
use each individual users account property page.

If your Exchange 2000 is running on Win2k with Active Directory, you can
setup the mailbox limit from the properties page of each user, that is if
you want different mailbox capacities per user. Or you can do it from
Exchange Server itself, create a policy and do the mailbox limit from
there.
