Mailbox rights

I recently had gave a user full mailbox rights to another user's account, so that he could receive/send from his Outlook; however now when he wants to send from this other user's account, he can actually send from ANYONE in the GAL. NOT what I wanted to do. What went wrong here. Does he have rights(Enterprise Admin?) that he shouldn't have? Thanks
