Mailbox administration

We have a user in our department who typically does user and mailbox
creation and deletion on our Windows 2000 / Exchange Server 2000 domain.
Is there a way to have this user be able to continue performing these
tasks without having the ability to open and read any other users' mailbox
besides his or her own?
