Mailbox Manager Question

Hi Listers...

Running Exchange 2000, is there a way to tell Mailbox Manager to skip over 
email messages that have an active follow up flag on the message?  We maintain 
a 30-day retention on the inbox, and several users have complained that 'what 
good are the flags if the message won't be there past 30 days anyway?'  I tend 
to agree with them, but management has dictated nothing be kept in the inbox 
longer than 30 days.  Any way around this that anyone knows about?  

Does this still function this way in Exchange 2003 Mailbox Manager??
