just follow the below procedure to resolve the open relay issue
 
Open ESM->Go to Administrative Group->First Administrative Group->Servers->Protocols->SMTP->Default SMTP Virtual Server->right click on the same and click on properties.Under Access Tab Click on the realy button and remove all the ip address on which you dont want realy to be opened.

I am facing a very critical problem in our exchange environment.
Any internal user can send mail through outlook express or by configuring MS Outlook with POP3 account using Internal SMTP address ( Backend Exchange server's Ip) without any prompt for password, even if the user is using a wrong password then also he can send mail successfully.
 
If i am correct, I think it is a mail relay issue, but i dont know the procedure.
