In AD, look at the 'Exchange General' tab for the user, and click on
'Delivery Options'. You can set up a forwarding address in there and all
mail to his email address will be routed there accordingly.

Subject: [exchangelist] Mail Forwarding MS Exchange 2000

I have a user who is working offsite and requires all his office mail
forwarded to another e-mail address. How do I do this?
