What I did was  I started with  a high size say 200 Mb for everyone and  as 
time goes , you educate your user by sending them reminders and archiving their 
emails . Reduce the size  weekly or monthly, Obviously you'll have those 
exceptional users .
 
It worked for me.

Ian, it really depends on the nature of the business. An architectural firm or 
service bureau would need to send larger messages than for example an 
investment group, so what works in one environment wouldn't work in another. 
You really have to examine your own company's business requirements and current 
usage patterns and go from there.

I am trying to get our business to reduce email send size limits at the moment 
and wondered if there was any best practice sizes that you would recommend.
