Limiting send/receive external emails only to a given list of external emails

Hi All,
I have a Ex2k with SP 2 on top of Win2k domain with SP2.
I want to apply some restrictions to certain users.
These users should be able to send/receive external emails only to/from a
given list
of external emails.
How to do this ???
