Each user that is connected to the exchange server needs a CAL.

Subject: [exchangelist] Licence Buy for Internet POP3 Access?

I would install Exchange for a my client; my client have 400 internal
users, only 12 of these users are interested to use Outlook 2000; the
other users will continue to use Outlook Express (POP3 protocol).
How many client licences will he have to buy? And if he would connect
client POP3 from internet what is it needed at licence level?
