Not a bug. It's how Outlook schedules a meeting now, with the group scheduling 
feature. I bet if you checked the username against a calendar, you'll probably 
find a meeting request that matches most if not all of them.

Is there a bug in Exchange Server 2003 which notes a different user in
the ESM under the "Last logged on by" column?

I ask because, one user (no-admin rights) shows up under "Last Logged
on by", under several mailboxes which they have no rights to do so.
