To get the GAL or to get mail-enabled and mailbox-enabled users?  If the
latter, then yes.  They just need to configure their LDAP server to use the
DC (note: they should have to use authentication to get what they want
depending on how you configured it).  It would be a good idea to create DNS
records that abstract the DC's such as directory.cs.washington.edu or
something similar.
