Do you mean theose scholls are on different domain other than your organization?
Do you want to restrict the students messaging to a particular domain ?

to exchange messages

Hello,
We have 1 directory service (AD) for ministry of education (200 schools)
with one exchange organization part of that AD. They want to restrict
students of each school from exchanging messages with other schools. they
are all connected to the same WAN (Hub and spoke topology) and they have 1
exchange server part of the exchange organization in each school. How can
we achive their requirmenets?
