The most important Exchange Admin right can be Manage Security and Audit
Logs from the User Rights Assignment in GPO. 
In Exchange 5.5, you use the rights; 
Logon Locally 
Logon as Service 
Logon as batch job 
Logon as part of Operating System 
Mange Security and Audit Logs..

You don't have Service Accounts in Exchange 2000 or Exchange 2003
