Probably less stable than one modem.
Are you wanting to do this for SMTP mail?

I'd like to use one modem connected to a serial port and one on a USB
port, so that one modem is dedicated to sending and the other one to
receiving.
 
Is this a viable solution?
 
I have SBS 2003.
