Get a palm trio. It uses secure pop3/smtp and it works anywhere you have a cell phone connection that works (depending on the carrier you get). He will use this instead of his current cell phone, you probably (depends on his current phone) can even be able to take the cim card out of his current phone and slide it in to the trio.
