Do you run any sort of content checking software or firewall after your exchange server ? If so does this restrict outgoing email in any way ? A lot of products allow you to restrict outgoing email so it will only be allowed out if it has a from address of you domain name. When an email is forwarded by a rule it leaves your exchange server as being from an external user to an external user. Some products detect this as a relay attempt even though it is not.
