There are more than a few utilities out there to hack a pst password.
Take a look at the Outlk11.adm, not sure if it has the option to prevent
passwords on a pst, but that is the GPO method you would need to use to
implement it if it existed.

I have a client who one of their employees have put a password on their
PST file. Is there anyway to hack it? Is there anyway to turn that
feature off in Exchange so they no one else can do it??
