HTTP protocol Setting

Hi,
 
How can I to change on all users the HTTP protocol Setting in Exchange Advanced 
Tab (exchange 2000, sp2) ?
and I would like to change this default to disabled (by default, is enabled) on 
creating users.
 
Any Idea ?
