Global address book

Dear all

I'm having a problem with accessing the address book 

I get the following message "The exchange server not available, outlook must be 
online"

When I check the event viewer I get this error message 
Directory Service Referral interface failed to service client request
RFRI is returning code :[0x3f0).

I checked the articles and try whatever is suggested and still doesn't work 

Please help me.
