GAL modifying tool for outlook web access

Hi,
 
I have GALmod32.exe for outlook but i want to allow users to modify GAL from 
outlook web access (like exchange 5.5). How can i do this??
 
I run exchange 2003 sp1 on windows 2003 .
 
I am also getting initialization error when i run GALmod32.exe with my outlook 
profile.
