GAL Not updating.

Hello,
Yesterday I added a bunch of contacts to my system. If I do a preview of my
global address list with the exchange system managager they all are included
in the list. However they are not finding their way into the Actual GAL at
least not from outlook 2003's perspective. They do appear in the address list
if I use OWA. What should I be looking for that would cause this. I forced a
rebuild of the GAL. Is this likely an offline address book issue?
