Or perhaps even easier... don't create a local mailbox at all.  Create
the AD account without a mailbox and then "Mail Enable" it.  This way
you can assign the gmail address directly to the AD account.

I think someone may have already answered but...
Setup a contact with the external address you want to forward to and
then using ADUC open the properties of that user, go to the Exchange
General tab and select Delivery Options, you have a forward setting in
there.  Once you've told it to forward to that contact you can go hide
the contact from the address book.

For what purpose?
a) Receive mail in both the Exchange mailbox and at another Internet
address
b) All mail redirected to another Internet address
 
Who is in charge of maintaining this forwarding configuration?
1) The user
2) The Exchange administrator
