Even the simple client side rule from your outlook, should meet your
requirement.

Create an outlook client rule and keep it on the server side.

1. Check for incoming emails based on sender's address
2. Forward the messages to the internet email address.

It depends on your needs.

For what purpose?

a) Receive mail in both the Exchange mailbox and at another Internet
address

b) All mail redirected to another Internet address

Who is in charge of maintaining this forwarding configuration?

1) The user

2) The Exchange administrator

What's the best way to forward some ones email from Exchange to another
account on the internet?
