The server spec you listed below is truly more than enough for the kind of
connections you are going to have. I assume you have your firewalls in place
for hosting your front-end server. Remember the FE can be running with
minimal of services. As a matter of fact you can even bring down the
Information Store Service, since you won't be holding any mailboxes.

As for capacity planning, there is a Exchange 2000 Capacity Planning &
Topology Calculator
(http://support.microsoft.com/default.aspx?scid=kb;en-us;326239). Since
Exchange 2000 and exchange 2003 is not a major upgrade, this tool could
still be very relevant.
Finally the "Planning an Exchange Server 2003 messaging system" guide is
available at Microsoft since 2 Oct, 2004. It is a good read for you. Some
details could be irrelevant to you but reading it through once would be
useful. You would know what the true capability of your exchange
environment. Could help you plan for the future.
