FE\BE? What Ex level? I've seen this when using FE that was 2003sp2 and one of 
the BE was EX2003sp1. Is this occuring for everyone or just one user?

                Re-creating your owa virtual directories usually works. I

                Just performed a recovery of an Exchange-2003 environment, 
worked perfectly. 
                I can connect outlook-clients to the server. 
                But OWA doesn't work properly, just some text without any 
graphics, I don't know why. 
                 
                Question: how can I reconfigure OWA to the default 
configuration?
