If you look at the property sheet of a users mailbox. There is a delivery
restrictions tab. Use this and only select local users as the allowed people
to receive mail from.

Another issue. I've already blocked users from sending messages over
Internet, but is there an easy way, like in Exchance 5.5, to block users
from receiving external messages?
