Exchange public folder

Does anyone have an idea why when an anonymous user tries to use an
out-of network link from a public folder, they are denied access, as it
is trying to pass through our Exchange server (asking username and
password)? This same link does not go through our Exchange server (and
it should not) if you copy and past the link in a new browser window.
