On the connection question, without knowing precisely your network configuration, take this with a grain of salt, but I'd probably use RPC/HTTPS and set Outlook to hide connection / reconnection messages from the users. From their perspective it will be a seamless connection and they won't even realize if there is a network issue slowing things down. You probably want to also set outlook to download the full items - otherwise they may see the header, click on it, and get a message that basically says they're still being downloaded. Sort of ruins the experience if you have less technically sophisticated users and want it to appear as if they are having a fully connected experience.
