We had all of our outside sales reps using outlook through our exchange
via vpn access through ISA. When you connect via vpn, you are in essence
a member of that domain and privy to its resources as if you were behind
isa. You are also subject to the same rules and policies.

I would like for a local company to use our Exchange server however, we
are behind a ISA server.
Can I setup a VPN for them to use, and if so will they have all the
Outlook functions?
