Hi Rajiv, Try sending an email to the new user, that should force Exchange to create the mail box. Also if your trying to view it in the GAL and your using Outlook 2003 in cached mode you'll need to rebuild the offline address list on the Exchange server otherwise it will rebuild itself at 5.00 am, unless you change the default time.
