Can you provide more explanation as to what you're trying to accomplish?
Outlook rules are either local or server side depending on the rule. If
you're looking for something more custom, you will need to do some
exchange programming, basically writing your own DLL to create an event
sink. But depending on what you're trying to do there may be third party
apps already out there.

new message hits the message store.       Where do you go to set up
