Exchange Server Rule Audit

I have users that I suspect are forwarding mail to external accounts and
PDAs in violation of our corporate policy. I want to check all of the
server rules for each account in Exchange to see if this is so. Is there
a way to do this rule audit and see all the rules on the server? Also, is
there a way of checking their individual rules on their Outlook in their
desktops from a central location?
