Personal files are generally (depends on the configuration) stored on the
local PC. Therefore, unless that user backed up the file to another location
or media (or the system administrator did), there's little chance of
recovering it. If the file was stored on a network drive, you could restore
it from backup tape (you do back up your server, right?). Once data has been
transferred from the information store on Exchange to the personal folder,
it doesn't exist any longer in the information store. So, recovery from the
server won't help in this situation. 

Just another in the long list of reasons why personal folders are bad bad
bad for businesses.
