[ExchangeList] Exchange Email Scanning Service

Windows 2003 SBS Server with Exchange Attachments are being blocked by
the Exchange_Email_Scanning_Service.
Currently the SBS Anti-Blocking is turned off but a certain attachment
is still being blocked. How do I configure or turn off this service?
