Keep in mind that if you install SP3 over an RTM install, you have to
manually run the ADC installation from the SP3 files to upgrade that utility
- it doesn't happen automatically, at least it didn't in my case.

I have the exact same issue going on here in my test environment.  It has
been recommended that I reinstall the latest exchange 2003 SP and then
recreate the ADC connector and try again...

Interestingly enough the error message now does not have the "Warning-ADC
Tools detected..." but only "Setup cannot continue because..." and then
"please refer to your exchange 2003 documentation...  Weird.  I'll wait the
night.  Thanks again.
