Have you checked the Inbox folder permissions directly on this mailbox? 

They don't have to be a delegate to view other mailboxes. A user could add 
permission to an individual folder in thier mailbox.

yes, I know this person in HR's password (I wear many hats) and created a
profile within Outlook using his email account.  Then I went to
File...Open Other User's Folder...and selected this other persons account
and bingo she had access.  I tried to open other user's folders such as
mine and it didn't work.
