Exchange 5.5 on SBS4.5 mail distribution question

I am looking for a way to find a way to distribute messages from a public
folder. As an example if there were 30 messages delivered to the public
folder I would like 6 different mailboxes to receive 5 messages each. A
sort of balanced distribution.
Can anybody give me some clues as to how to start?
