[ExchangeList] Exchange 2007 IS Store Does not Fail over when NIC 100Full

Anybody have any ideas as to why my cluster does not want to start the IS Stores when the NIC is set to 100Full? Tried today; doesn’t want to start; all basic resources start cluster name; IP; NIC etc. System Attendant starts but not IS. Once I change back to Auto starts right up.
