I am assuming your trying to keep the same server name? If so take a look at

Exchange 2003 installed on Windows 2000 and it is a domain controller, yes I 
know it was done before my arrival at my present job.  Running Backup Exec 
10.5520 with Exchange Agent.  For recovery of this server or transfer to other 
hardware I think I would do the following
 
Install Windows 2000 and Patch Same Server name 
Join Domain and run dcpromo Syncronize 
Install Exchange in recovery mode 
Restore Mail Stores 
Run Esentil 
Mount stores 
 
Is this close?
