think you are missing the CN=Folder Hierachies. 

CN=Public Folders,CN=Folder Hierarchies,CN=First Administrative
Group,CN=Administrative Groups,CN=MSexchange911,CN=Microsoft
Exchange,CN=Services,CN=Configuration,DC=Msexchange911,DC=net

With:
CN=Public Folders,CN=Services,CN=Configuration,DC=corp,DC=com

Is not accepted by the ADSIedit.msc interface.

When I use the current and paste it into the MSExchpftree, I see a PF,
not a PF tree under ESM -> Folders.

My next thought is to right click on the "Folders" entitity (that is
currently empty) and create a new Public Folder Tree and attempt to
associate it with the current PF's, although I don't know how or if it
is even possible.
